3.2.3 Energy e f f i c i e n c y . The positioner and its components that directly
consume energy in normal operation s h a l l be designed and constructed for
energy efficiency in accordance with the developments available within the
industry.
3 . 2 . 4 Controls. All mechanical, e l e c t r i c a l a n d e l e c t r o n i c o p e r a t i n g
controls shall be located convenient to the operator's work station(s).
3.2.5 Safety and health requirements. All parts, components, mechanisms,
and assembles furnished on th e positioner, w h e t h e r o r n o t s p e c i f i c a l l y
required herein, shall conform with all requirements of OSHA 29 CFR 1910.
Additional safety and health requirements shall be as specified (see 6.2).
3 . 2 . 5 . 1 Covers, guards, o r other safety devices. Covers, guards, or
other safety devices normally furnished as standard on the manufacturer's
supplied to the commercial market, shall be provided

for the point of operation and all other parts of the positioner that present
safety hazards. If point-of-operation guarding is influenced by workpiece size
and configuration the procuring activity shall provide part design data to the
s u p p l i e r of the positioner (see 6.2). All special guarding shall meet OSHA
29 CFR 1910. The safety devices shall not interfere with the operation of the
p o s i t i o n e r . All guards shall allow access to the guarded part.
3 . 2 . 5 . 2 Noise level. Unless otherwise specified (see 6.2), noise emitted
by the positioner when operating under a no load condition shall not exceed 84
db when measured on the A scale of a type 1 or type 2 sound level meter at
slow response.
3.2.6 Environmental p r o t e c t i o n . During the manufacture, service, trans-
p o r t a t i o n , or storage of t he positioner and its components, the positioner
shall meet all applicable Environmental Protection Agency (EPA) and (OSHA)
r e s t r i c t i o n s in effect on the date of the contract. The operation of the
positioner at its final location shall comply with all applicable EPA and OSHA
regulations in effect on the date of the contract. These regulations apply to
t h e emission of materials hazardous to the environment or the operator's

established EPA and OSHA regulations shall be as specified by the procuring
a c t i v i t y (see 6.2).
3 . 2 . 7 Mercury restriction. The positioner shall not contain mercury or
mercury compounds nor be exposed to free mercury during manufacture.
3 . 2 . 8 Asbestos restriction. Asbestos and materials containing asbestos
shall not be used on or in th e positioner.
3 . 2 . 9 Lubrication. Means shall be provided to ensure lubrication for all
moving parts. Recirculating lubrication systems shall include a cleanable or
r e p l a c e a b l e filter. Each lubricant reservoir shall have means for determining
fluid level. A l l o i l h o l e s , grease fittings, and filler caps shall be
accessible. P r o v i s i o n s s h a l l b e s u p p l i e d f o r d r a i n i n g t h e r e s e r v o i r f o r
periodic cleaning.
